[regrep] Face to Face information

Here is a snip from our 6/13 minutes, which describes the face-to-face
meeting.  I have received answers from some of you.  We will take a quick
count at the telecon of those who will be attending.  If you will not be
able to make the telecon, and have not already let me know if you will or
will not be attending, please e-mail ASAP so we can be sure to get a room to
accommodate the number of people.

8. Face-to-Face meeting
* The Registry TC WILL have a f2f during the XML World conference in New
Orleans on September 23rd-25th.  The GOAL/purpose is to have a V3.0 Spec
ready to vote on upon completion of the f2f.  Therefore, Proposals MUST have
voting completed two weeks prior to arrival.  This means that Aug 1 is the
deadline for first drafts and Aug 23rd is the deadline for final drafts.
* This f2f is FIRM.  You may take these dates to your employers.
