Attached is a revised version of the document. My changes are shown in 
red. One common misconception I saw in the paper was that wherever a 
Service requirement was stated it was said "V4 Activity to harmonize 
with Oasis UDDI registry". IN actuality we have supported Services 
directly since V2 and in fact can perform ad hoc queries on the Service 
artifacts.

Several items were not obvious in their meaning and I falgged those.
