Joe,

I'd suggest a basic XML structure : then with schema described in
three possible formats, XSD, RELAX and if possible a DTD 
definition to go with it. This should ensure it is simple and honest ; -)

I'll volunteer to also provide a CAM template for the assembly,
as a schema just does simple structural constraints, and I'm
certain that the CCTS serialization will have some subtle
inter-relationships based on context that we need to 
capture.

Oops...I meant to say W3C Schema representation rather than tags.  I guess
that is the crux of the issue?  Should CC's be represented as W3C Schema,
DTD, something else, etc.?
