I think we don't need to poll vendors. There are not so many anyway. I think we can use availability of tools to work with xQuery and xPath 2.0 When one can query MS SQL or Oracle or use a specialised processor to query an XML document using xQuery or xPath 2.0 then xQuery can become mandatory / the only / preferred/ etc. querying mechanism. However, in order to not crucify the poor vendors who have to implement this (and currently have SQL only) - we may want to make this an option / or phase it in as a requirement... A straw poll from the vendors on how many can migrate to offering XQuery support as well as SQL may help us with that call.
