Yes, that was actually very intentional on my part - but we may decide
to change it. Here's my thinking (see comment marked with <JMC>
following each point - it actually applies only to points 4 through 6):

(4) Ensures availability and reuse of authoritative XML-A controlled
registration and validation of XML artifacts from authoritative sources
promotes interoperability between trading partners, and facilitates
greater reuse

This is very much from a federal standpoint (my concentration), hence
the use of the term "authoritative". We may/may not want to retain this
idea for our FAQ. Having said that, one develops authoritative XML
artifacts, rather than authoritative non-XML artifacts, in data
exchanges between and within federal agencies.

(5) Enables collaborative development-Users can create XML artifacts and
submit them to an XML registry for use and potential enhancement by
authorized parties. The enhanced versions can then be made available for
access by other authorized parties.

Also addresses the creation of XML artifacts by users, rather than
things such as documentation, because the primary focus of the registry
is XML artifacts. While it is true that an XML registry could be used
for collaborative development of non-XML artifacts such as
documentation, that is more the function of a document management
system. We may want to decide if we want to promote XML registry for
document management purposes, and tweak this text accordingly.
