Monica,
It does not indicate committee approved draft on the title page, although one would think it must be.  I don't believe it is in the formal OASIS membership review for vote process, since none of the other requirements are attached, which is usally done when Karl sends a spec out for OASIS review and vote.

So, my assumption is that it is out for TC membership review and comment (sort of like our specs are out for public comment, but not in the OASIS membership review and vote cycle).
