Document Description:
Proposed revisions to the HTTP interface for version 3.0. Changes include:

-Split HTTP Interface section into 3 sub-sections (one for each method).

-Renamed HTTP Binding to RPC Encoded URL method

-Renamed "User defined URL" to "Submitter defined URL"

-Added new "File Path based URL". This is the main new content for TC review.

This document has no standing until the proposed changes are approved by the TC.
