TOC not updated in submitted spec bundle regrep-3.0-cs-01.zip

Someone just reported this problem that both specs in the bundle have 
stale Table of Contents (TOC)  reflecting the version with change bars.
Matt has also pointed out that we should have TOC entries be hyperlinked 
when generating the PDF.
Both are usability issues for people reviewing the specs.

Is there any opportunity to resubmit bundle with just the fix to the TOC 
without needing another approval vote?
If not then we can fix it when we update the doc after OASIS approval 
(to reflect the status change).

What are our options?
