The other peice of the equation is of course CAM templates.
 
But you knew that.   Use CAM template to control rule management - add XACML as needed to that mix.  With the new pluggable architecture to jCAM - this would be very easy to do - run the CAM rules - then if passes all that - invoke XACML processor.  You could use the registry extension section of the CAM template to control referencing to the XACML definitions (assumming those are stored in the registry as you asked).

I received a question internal to my company today about XACML rule management, not specific to our standard. However, knowing that our standard specifies XACML policy store capabilities:
 
Is anyone using (or aware of use of) ebXML Registry for XACML rule management? This would involve the storage/management/discovery, etc. of XACML rules (not just the larger aggregates of policies), and the assembly of those rules into policies, perhaps in a dynamic manner.
