Registration Procedures proposal

Dear colleagues,

Recently, Nikola and I have been discussing how multiple standards 
communities we are involved with have a need for more comprehensive 
registration processes with ebXML RegRep. 

Nikola's experience is with UN/CEFACT groups while mine is with ISO/TC 
211 in the geospatial community. ISO/TC 211 has defined ISO 19135 as an 
abstract spec to formalize registration procedures.

I have captured the discussions and thoughts with Nikola on this topic 
as a draft proposal here:

It would be good if we could put this topic up for discussion on the 
agenda for our next meeting.
