ebRS changes to support Query Functions

Dear Colleagues,

Please review the attached pages from the next draft of ebRS for 
proposed resolution for:

The sections 3.21 adds support for Query Functions while section 3.22 
defines a few canonical query functions.
recall that the new Query Functions feature is vital to the design of 
the new OWL Profile 2.0 spec.

Please treat this issue as a priority as it impacts multiple specs.
