Test Case project

We need to decide a couple of things about the test cases project on
SourceForge:

1. Name: I suggest rng-test, so the final url is short:
rng-test.sourceforge.net
Other options include:
	* rngtest
	* relax-ng-test
	* rng-testcases

2. Licence (British spelling of the word does not imply bias towards James
proposal ;) )
I bring it up because the conversation in the TC didn't seem conclusive. If
everybody is ok with it, I will open it with the MIT licence.

I can take care of a page with description, rationale, and linking to the
RELAX-NG page and the general adminstrative duties of the test site on the
future, if you like.
