This is certainly a festering sore the W3C has not addressed.
We are really on XML V1.8 or 1.9 by my count, from the base V1.0

Even though we are on V1.1 of XML by the W3C's count - the parsers
still happily plod along with V1.0 - and making no distinction.

Making this something that is explicitly supported would be a bonus.
