[relax-ng] freeze request

Dear Colleagues,
For a number of reasons, I regretably won't be able to participate actively
in the activities of the group (neither implementation nor documentation)
for some time. I believe on doing things with integrity and fully so I would
like to request my membership to be frozen until I have the resources to
participate the correct way (as it is my desire).
