I propose a two-part conformance statement, something like this:

A translator from compact syntax to XML syntax is conformant to this
specification if:

(a) it represents every annotation in the input by an appropriate
foreign attribute or element in accordance with the rules in Appendix A; and

(b) it represents every non-annotation in the input by generating RELAX NG
elements and attributes that are equivalent in effect to those specified
by the rules in Appendix A.

This will need tightening.
