Probably, the hardest part is agreement on requirements.  I am not sure 
if we are knowledgeable enough to avoid pre-mature standardization.  

Recent research are concerned about incremental checking of identity constraints 
and consistency-checking between schemas and identity constraints.  These topics 
look interesting and valuable.  I also think that separation of validation and 
identity-constraint-checking is highly important.  Are we going to cover these 
topics (and other topics I'm ignorant of)?

If we do not standardize anything and let people rely on XQuery or innovate by 
themselves, will we have real problems?  (I'm just asking.)
