New Jing release and NRL

There's a new Jing release at the usual place:

   http://www.thaiopensource.com/relaxng/jing.html

This includes an implementation of the Namespace Routing Language

   http://www.thaiopensource.com/relaxng/nrl.html

which is the successor to MNS and another step closer to DSDL Part 4.

Jing also now supports W3C XML Schema (using a wrapper around Xerces-J) 
and Schematron.  These are autodetected (using the namespace URI) and 
can be used as both top-level schemas and as NRL subschemas.
