Sadly, the RLTC can't even agree on the core of the disagreement.

My observation has been that one group sees the RLTC charter more narrowly, centered on creating a core language for expressions rights and extending it for different application domains.  From that perspective the core language is agnostic as to which rights are granted and by whom, the function of the language is to express them. The other group sees the charter much more broadly, including all aspects of DRM-based systems implementation (e.g., the architectures, who grants rights and how, identification and description of digital works, governance, management/messaging protocols, etc.).  This is an oversimplification of both positions but I think it might be reasonable for a two-sentence description. If my observation is correct, the two positions are indeed very very different in intent and in scope.
