[saml-dev] Date format issue

Folks,
Doing some internet testing I am noticing that during the dry run probably
we had not expected milliseconds to be there in the time,
and all went  smooth, but think folks on the east coast are sending
and expecting milliseconds in the time. So I get unparseable date
errors. Anybody else notice that ? what  is expected ?
