Hmm. That's a thought. I looked over the schemas and the schemaLocation hints for xmldsig-core-schema.xsd are consistent. There are other problems too though - the xenc-schema.xsd defines TransformsType yet again (apparently a third time).
I don't have the time nor the jaxb knowledge to sort this out. I'm moving on to Castor.

My guess is the thing is pulling in the dsig schema two different times with
two different schemaLocation hints and treating them as distinct schemas.
