Sorry to bother you !!

One of our client is sending us SAMLResponse containing

<saml2:SubjectConfirmationData NotOnOrAfter="2011-04-25T23:19:23.499Z" Recipient="http://localhost:9000"/>

and also have

<saml2:Conditions NotBefore="2011-04-25T22:39:23.499Z" NotOnOrAfter="2011-04-25T23:19:23.499Z">

What is the reason of having both ? and is there a precedence ? or those timestamps MUST be the same.
