Your best choice is adopting an existing implementation, not building one.

There are no implementation guidelines for SAML, they never got written.
You would need to start by reading the specification, and most likely
looking at other proven open source implementations to answer questions.
The best choice is not to. Java is at least generally covered with
implementations of varying quality.
