The <operation> element in Policy
is a child element of <service> or <reference>. By having
<operation> as a child element of <interface> it is possible
to have these attributes be part of the componentType.

This looks very much like the
<operation> element specified in the SCA
Policy spec, although
the attributes are new.

Description:
The current assembly specification defines an endsConversation attribute
that can be used in WSDL documents to mark an operation as ending a conversation.
However, there will be cases where it is not possible to annotate
the WSDL document defining an operation. For example, the WSDL file
may be controlled by an external organization. In this case, it must
be possible to mark the operation in the SCDL. This could also occur
when the interface is specified in other languages when for a variety of
circumstances, it may not be possible to annotate the source document.
Proposal:
Add an operation child element to the interface element that has the following
attributes:
name : NCName (1..1) –
name of the operation being decorated.
oneWay : boolean (0..1) –
see ...
endsConversation : boolean (0..1)
– see ...
