Mike R suggests probably no, there is no definitive answer given by anyone

is the question about elements or attributes?

but does no-namespace apply to attributes? I thought it was only for elements

Mike R - spec says ##other only means not the sca ns (in this context)

an unqualified attribute usually belongs in the namespace of the enclosing element

The relevant section of the schema spec is: http://www.w3.org/TR/2004/REC-xmlschema-1-20041028/structures.html#declare-openness

Stylusstudio says about ##other: Any well-formed XML that is from a namespace other thannot from the target namespace of the type being defined (unqualified elements are not allowed)
