[ASSEMBLY 142] Need a normative statement for @autowire inheritance -PROPOSAL

Proposal to resolve Issue 142

Add the following after line 1897 of
CD03 of the Assembly specification:

The value of the autowire feature for
a component reference element MUST be:
- the value of the @autowire attribute
expressed on the reference element, if present.  
- else the value of the @autowire attribute
on the component element containing the reference element, if present
- else the value of the @autowire attribute
on the composite element containing the component element, if present
- else the value "false" is
used
