[ASSEMBLY 147]: Assembly Specification does not define the Component Typeof a Composite used as an Implementation - Updated Proposal

I've prepared an updated proposal for

Note that this proposal simply reflects
the current state of the Assembly specification and does not address any
items like "simplification"
that we have discussed.  I suggest
that simplification is dealt with by some new issue(s).
