ASSEMBLY-172: ASM-TA-5031 is not adequately tested by any TestCase in theTest Suite - PROPOSAL

Folks,

ASSEMBLY-172 calls for the creation
of a testcase which tests the assertion ASM-TA-5031.

I have created such a testcase, dubbed
ASM_5038_TestCase, as described here:
