Update to the Assembly Test Suite CSD04 submission package (Hopefully thelast one !!)

Folks,

I've posted what I hope is the very
last update to the CSD04 package for the Assembly Test Suite:

The changes address the point made by
Anish at our last meeting that this version should point at the newly voted
CSD09 version of the
Assembly specification.  I also
took the opportunity to correct the Copyright date.
