I believe that the extra effort to publish
PDFs for each draft should only be used if some TC members run into problems
with the more straight-forward approach of using Word with line numbers in the
document.

is a good suggestion, worthy of adoption in the other TCs.
So,
let's assume that for the working drafts we label them by date (append
something like 20071003....)
..then
line number them and publish as PDF
One
possible downside I see to using PDF is that in the past, commentary has been
made inline in the
Word
documents and passed around, rather than possibly more cumbersome mechanisms of
using
only
emails with references to the right places in the document. Thoughts?

had an excellent suggestion (sent privately to me):
we should use PDF as the normative version and use
line numbers from the
PDF versions rather than the Word version when
discussing/raising
issues. This tends to be accurate across
platforms/versions.
