Updated JMS and JCA bindings specs uploaded, ready for review

Folks,

I've updated the JMS and JCA bindings
specs for the resolution to the UP issues from yesterday's call.  This
version of the specs has all resolved issues, which I would like to see
reviewed and accepted as the next committee draft level and submitted for
second public review.

these documents to ensure the issue resolutions since the last committee
