Bryan: Agree for need for tight coupling.  Not sure how we would reference.
Anish: In ideal case we would only have main spec and the test artifacts, no test case document.
Bryan; Treat like schema are treated in specs.
Mike: And we do the same with API artifacts.
Anish: Comparison with schema is apt.

Mike: We know the IETF reference is likely to be updated soon.  Do we know if we can use the DCR process for this?
Anish: that is part of AI 20110203-2.  Also note that this ties the status change of one spec to that of the referenced spec.
Anish: Will the draft spec URL time out after 6 months?

Anish reviews issue
Eric: We have not really looked at this in Tibco yet, so it may be overly broad and thus may not be appropriate for a conformance criteria.
Eric: May be more appropriate for the exit criteria.
Bryan: Web Services could be implemented in other implementations types not currently in the zip archive.  So we may need a different approach for this association.
Tom: The actual normative criteria are the normative statements so the test cases would be redundant (possibly faulty) criteria.
Anish: Yes redundancy exists.  But only spec wonks like us worry about the normative statements.  General fields is more interested in the test suite.

Anish: Re implementation types, Assembly does a good job of describing the adaptation to new impl types
Anish: WRT Eric's comment about the possibility of the testcases being too broad, it is possible, but unlikely because of the route that we took of creating TAs and then linking the testcases to them
Anish: So we know that we're testing what we should
Mike: I want to point out what I think is a misconception - the test suite tests SCA runtimes - some people claim that the testcases test the specification, but I think that is wrong - it is the SCA runtime implementations that test the specification, that it can be implemented- the testcases help verify that the SCA runtimes have correctly implemented (parts of) the spec, no more
