Title: Define rules for applying annotations
to C++ language
elements
Target: C++ Client and Implementation Model/C++ Annotations
Description: The specification does not formally define how annotations
are applied to language elements (class vs. method etc.). With the
introduction of @Requires and @PolicySets that can be applied to multiple
types of elements, this detail is needed.
Proposal: Forthcoming.
