[sca-c-cpp] NEW ISSUE: Should dependency injection be used in the C++ and C specifications

Target: C++ and C specifications 

Description:  
In information discussion the TC has indicated that it doesn't feel that
dependency injection is necessary at this point in the specification,
however dependency injection is implied in section 12 (requirements
around default constructors, and getters/setters with particular APIs.).


Proposal: 
We need to decide at what level dependency injection will be supported
by the C and C++ specifications, and review the specification to make
sure usage is in line with that decision.
