Yes the place holders will be updated when this is added to a full draft (not worth dummying up some of the cross document references in the proposal).

The motivation for the change from @location to @path was twofold.  One was consistency with C++.  The other was with the addition of imports, it  is a simpler to reference files at arbitrary locations in a file system and @path now makes sense even for non-hierarchical file systems (have an import specify the specific location and @path points to the import root).   I agree this should be noted in the migration section.

Apologies, I have a conflict again this week and won't be able to make
the call.  

The work schedule that was sent out looks like a good plan to me, and
the dates sound reasonable.  I'm hoping to have a second draft of the
WSDL round-tripping document ready by next weeks call.

I also took a look at the C Contributions proposal, and overall it looks
good.  I did have a few comments/questions though:

Section 1.1.1 - @location was changed to @path.  I'm assuming this is to
make it consistent with the C++ spec, but it will also be a breaking
change for SCA 1.0 users.  We'll want to cover this in the migration
guide section, and may want to continue to support @location as a
deprecated alias for @path.

Section 1.1.1 - A few of the updates have "See ...".  I'm assuming these
will be updated once the new elements are inserted into the current
draft, but just wanted to double-check.

Everything else seemed appropriate.
