Resolution: Resolve Issue 53 as proposed with the following modifications
- Do not include the last sentence for stateless scope
- Format the conformance points, add them to the table in the appendix and cross-link them.

- Discussion about data binding as an appendix, subsection of the WSDL mapping section, or a separate section.  No decision reached.
- WSDL extension schema is better in the WSDL extension appendix than in the appendix with the SCDL schema (option chosen in draft for issue 42).  But pointer to external normative version is needed.
- Conformance point numbering is still flexible (up to work starting on test assertions or PRD).
