      Proposal in JIRA

- Proposed wording for C80002 is not clear.  Should say that unless both sides agree on
  AllowsPassByReference then a deep copy is made for both by-value and by-pointer
  parameters and if AllowsPassByReference is agreed then the DATAOBJECT handle is passed.
- A similar clarification is needed for the C++ wording (issue 73) but including
  by-reference in the case when a copy is made and passing the DatObjectPtr when a copy
  is not made.
Resolution: Issue resolved as discussed w/o 
- Bryan to put revised text both both specs in e-mail for review.

- This needs to be expanded to cover parameters that are stucts.
