Subject: NEW ISSUE: Missing normative guidance on the usage of annotations inunsupported ways

TARGET: Java CAA (any version)

DESCRIPTION:
SCA places constraints on the use of some SCA annotations that are not detectable by the Java compiler. The spec needs to have normative words which describe how an SCA runtime is supposed to treat annotations which appear at unsupported locations in a Java source file. For example, the definition of the @Property and @Reference annotations indicate that they are allowed on parameters, but the SCA Java CAA spec constrains that definition to constructor parameters. Is the use of @Property or @Reference on a non-constructor method parameter and error, should be ignored or something else?
