TARGET: Java Common Annotations and APIs

DESCRIPTION: Which scopes must implementations support?

Section 2.2 of the JavaCAA specification says that Java-based
implementation types can choose to support any of the scopes
that are defined (currently COMPOSITE and STATELESS).  The
looseness of this requirement means that there is no guarantee
of code portability from one vendor's implementation to another.

PROPOSAL:

The JavaCAA specification should require Java-based implementation
types to support the STATELESS and COMPOSITE scopes, as well as
allowing them to define new scopes specific to their type.
