Target:  JCI Test Assertions WD 09 and TestCases WD06

Description:  Issue 204 changed the effect that a WBindingType annotation
has on a componentType from constraining the @wsdlElement attribute of the
<binding.ws/> element to attaching one or more intents to the <binding.ws/>
element.  The test suite doe not reflect this change.

Specifically,  the predicate of JCI-TA-8037 still is a statement about the
@wsdlElement and there are no test cases for JCI-TA-8037; it is listed as
unimplementable .

Proposal:
Change the prerequsite of JCI-TA-8037 (currently empty) to be: The value of
the @BindingType annotation is
http://www.w3.org/2003/05/soap/bindings/HTTP/
Change the predicate of JCI-TA-8037 to: Introspected <componentType> has a
<service> element with a <binding.ws> child element with a @requires
attribute set to “SOAP.v1_2”.
Add POJO_8037_TestCase for JCI-TA-8037.  This Testcase could be
substantially similar to BWS_4003_TestCase.  The key differences would be
that instead of having the requires attribute in the main composite, a new
client component with the @BindingType annotation would be used.  I would
need to work with Mike for the full details of this test case.
