Subject: [NEW ISSUE] implementation.spring @location attribute does not state theform which its URI value can take

Description:
The implementation.spring element is
described in Section 4 and contains a series of normative statements relating
to the @location attribute
and what its value addresses.
However, one thing that is not stated
here (or anywhere else in the spec, as far as I can see) is what form the
URI value of @location takes.
For example, is it relative - in which
case, what is it relative to? Can it be absolute?
The spec should state this.
Proposal:
Add the following following line 613
(the description of the @location attribute, before any of the existing
normative statements):
The location URI can either be an absolute
URI or it can be a relative URI. In
the case where the location URI is a relative URI,
the URI MUST be taken as being
relative to the base of the contribution which contains the composite containing
the
<implementation.spring/>
