ISSUE 37: The URL for the location of the ws-policy.xsd is incorrect. PROPOSAL

Folks,

I had a brainstorm on the call yesterday.

Issue 37 has a correct description of
the problem - and a correct proposal.
The problem is that the change required
is subtle.  My brain wasn't up to that yesterday.

Current schema location is:

http://schemas.xmlsoap.org/ws/2004/09/ws-policy.xsd

...and is definitely wrong - try it
in your browser

The correct one, as proposed is:

http://schemas.xmlsoap.org/ws/2004/09/policy/ws-policy.xsd

..subtly different (there is an extra
"policy" after the date section) - but this one works and gets
the expected XSD
