I agree. I scanned the spec and section 4.7 looks the closest but it's not
sufficient. If anyone disagrees please speak up, otherwise I'll open an
issue.

I'm wondering if this is a special case of policies or intents being in
conflict.
The SCA Policy spec says little about this so perhaps we need words in both
documents.
