I think that this is a good writeup
- many thanks to Sanjay and Anish.
Something that occurred to me after
reading the writeup - there is a kind of "middle case" that is
perhaps worthy of consideration. This
is to deal with the problem of forcing a "heavyweight
mechanism" onto the developer during
the development and test phase of some SCA application,
in the form of the External Attachment
mechanism.
So, a possible halfway house:
- allow attachment of PolicySets directly
to specific elements in the SCDL, but have a rule that
the external attachment mechanism overrides
any such attachment.
- so during development and test, the
developer can attach whatever PolicySets to elements of
concern.
- at deployment, the deployer can use
the External Attach mechanism to apply PolicySets to any
places - in the full and certain knowledge
that any developer-attached PolicySets will be overridden
and will not apply.
- this does allow for some cases where
the EA mechanism does not place any PolicySets on a given
element, where the developer did apply
some - in which the developer's PolicySets will still apply.
Of course, you can argue that this is
a hole in the EA plan - ie some places which could have a policies
applied don't have them applied via
EA. An alternative is to call this an error case...

Anish and I had owned an action to "write
up a proposal for using External Attachment as the ONLY
way to attach policies and bindings".
Please see the attached slides for
the outline of the proposal (actually two options for the TC to deliberate
upon).
