Thanks for preparing this wording.

- I have a problem with the RFC2119
wording in section 4.2.  I think that the new wording allows for an
SCA implementation
to implement NEITHER the Direct Attachment
mechanism NOR the External Attachment mechanism.  It's all to do with
the
"MAY" in the 1st sentence
following the bullets.

Can I suggest the following alternative
for that sentence:

"SCA runtimes MUST support either
ONE or BOTH of the two PolicySet attachment mechanisms"

the MUST implies that some mechanism
must be supported, the "or" gives flexibility in which one(s).

- Section 4.4.2 needs some minor updating
as a result of the exclusion of using both mechanisms for a single SCDL
element.

The second sentence should be changed
to something like this:

"This
can happen either as the result of one or more direct attachments or as
the result of one or more external 
attachments which target the particular
artifact."

A motion for direction for resolving the Issue 59 [1] was passed on the 10/27 conf-call [2] and I took an AI  to propose the actual specification text that follows the approved direction.

Attached is my proposal (in the form of a change-marked revision of WD09).
