Inheritance of Externally Attached policySets

I'm looking at section 4.12.1 of the spec which describes how intents 
are matched with policySets.

In calculating the set of explicitly specified policySets it says "add 
the policySets declared in the @policySets attributes and 
<policySetAttachment/> elements from elements in the structural 
hierarchy of the element."

In calculating the set of Externally specified policySets there is no 
such statement.

So, is it the case that there is no inheritance of policySets for 
Externally attached policySets?
i.e. a policySet externally attached to a component does not apply to 
its services and references?
