Subject: Issues 110, 111,112 proposals
In order to get the 1.1 policy spec closed sooner rather than later, I've got proposals for Issue 110 [1],111 [2], and 112 [3]. Note that we haven't even opened 112 yet, but it is simple enough that we might be able to deal with it on the same day.
The proposals for all issues are in the same document, which is attached. There is a word comment on each changed section indicating which issue is driving the change. Please review and comment as I would like to try to close the remaining issues on Monday Dec 14.
For issue 111 (transactions), I did consult internally with Ian Robinson to get his blessing on the changes.
