Subject: Problem with POL40019

Folks,
In reading [POL40019], I note that the
normative statement says:
"as defined in Section 4.5 Attaching
intents to SCA elements"
- The correct section # is actually
4.7.
In my opinion, section numbers should
not be used in normative statements and should be removed.
The section title is sufficient.
I think that this can be treated as
an editorial change.
