[POLICY 131] Policy TestCases & TestAssertions documents have noConformance statements -- Updated Proposal

Folks,

A few problems were pointed out in the
proposal for POLICY-131 including the removal of some normative
statements from the specification which
affect the Test Assertions and the fact that the proposed conformance
statement did not match the 3 sets of
tests described in section 4.

These are fixed in an update to the
proposed TestCases document here:
