I think that Jim is asking a
straightforward
question and it is reasonable that he is given a straight
answer.
The exit criteria do indeed apply
to
the SCA Policy specification.
I think that the required 2
conforming
implementations do exist and that as a result, the exit criteria
have been
met.
Whether a formal vote has taken
place
I do not know - it would be useful to know that.

I'm trying to be as clear as possible: Have the
Exit Criteria
as identified in the SCA Policy TC Charter (https://www.oasis-open.org/committees/sca-policy/charter.php)
been met? If not, what remains to be done?
The Exit Criteria as identified in the SCA Policy
TC Charter
do not contain any references to the SCA Assembly or SCA
Bindings TCs or
the respective specifications. This implies the Exit Criteria
are a discrete
topic.
Can someone speak authoritatively to the above
question?

question I asked. By "Exit Criteria", I mean what is defined
in the Policy TC Charter (https://www.oasis-open.org/committees/sca-policy/charter.php):
"Exit Criteria

specifications and
