Manage is a tough sell for me, it implies action. And I don't think the
HE is the thing doing the managing. I think a hosting environment is
where we put stuff.  Some types of stuff manage other stuff. All that
stuff sits somewhere.  That somewhere is the HE.

If we're agreed that the HE isn't itself, by definition, doing
something, then I think store and execute should be fine.

If the HE is something other than a place to put stuff,  I'll concede
the point.
